"Anhand des britischen Journalisten William T. Stead analysiert der Artikel grenzübergreifende Strategien der Einflussnahme auf diplomatische Praktiken vor dem Ersten Weltkrieg. Stead ist heute vor allem wegen seiner Enthüllungen sozialer und politischer Skandale im viktorianischen England bekannt. Er selbst stellte aber seit den 1890er Jahren zunehmend die Lobbyarbeit für Friedensthemen und Internationalismus ins Zentrum seiner Aktivitäten. Mit lautstarken öffentlichen Aktionen versuchte der überzeugte Imperialist und Pazifist, weltweite Aufmerksamkeit auf das Problem der Friedenssicherung und Völkerverständigung zu lenken. Der Artikel schlägt vor, Steads Friedensaktivitäten im Rahmen seiner 'transgressiven' Arbeitsweise zu interpretieren. Auf diese Weise wird der Blick auf Steads kontinuierliche und öffentliche Übertretung sozialer Normen gerichtet. Among epidemic diseases, plague is particularly charged with historical memory and ominous cultural connotations. In many parts of the world, plague's seemingly mysterious origins, its gruesome ways of spreading, and its powers of devastation have raised it to a symbol of evil. In several languages, the word "plague" itself has become synonymous with scourge and universal disaster over the centuries. However, plague is not only a disease from the remote past; it also exemplifies the biological globalisation of modern times, highlighting at once socio-biological phenomena, global connectedness, and other dimensions of modernity. In particular, outbreaks of the so-called third plague pandemic from the late nineteenth to the mid-twentieth century made the disease an oppressive reality in many regions of the world.

AbstractFrom the late nineteenth century onwards, the danger of animal diseases crossing national borders became increasingly apparent. The vast increase in the global trade in animals and animal products turned such diseases into a threat to both economic relations and public health, and called for international attention. Governments and groups of transnational experts began to develop cross-border networking strategies to counter the spread of animal diseases. Significant new developments started after the First World War with the establishment of a number of international animal health institutions, along with the Office International des Epizooties in Paris and the Veterinary Subcommittees of the League of Nations. This article traces the work of these two international animal health agencies and the interaction between their role as intergovernmental platforms and their capacity to define their own terms of reference.

In September 2000, the United Nations (UN) presented the 'Millennium Development Goals', a universal political agenda to tackle what it perceived to be the most pressing problems of the coming century. The Millennium Development Goals featured strategies for the fight against extreme poverty, hunger and malnutrition, the improvement of public health, the protection of the environment and the build-up of global developmental structures and partnerships. The achievement of these goals was scheduled, somewhat optimistically, for 2015. The brief time span was intended to illustrate the urgency of the issues and to spur the world into action. Just over a decade after their announcement, and not unexpectedly, the realisation of these goals has proved to be fraught with problems and by now the prospect of their universal achievement has receded into the distant future. Despite huge publicity and public endorsement, the UN's expectations for progress or at least alleviation of major problems are now difficult to maintain as the situation has been exacerbated by global food, economic and financial crises. Comprehensive global success stories, such as the eradication of certain infectious diseases, are rare. As the UN's progress review shows, the close and complex entwinement of these problems within the context of globalisation remains a major challenge.

At the Second Hague Peace Conference diplomacy was confronted with a market of political information significantly shaped by an international public sphere. The media & civil society wanted to be acknowledged as new participants of international politics. Increasingly they tried to challenge the hitherto existing diplomatic privilege of interpretation. This article analyses the manifold interactions of diplomacy, civil society networks & the public sphere using the newspaper edited specially for the Peace Conference by William T. Stead, the Courrier de la Conference, as an example. Responding to transformations often described by the shorthand expression "globalization," the Europainstitut changed its English name in 2013 to Institute for European Global Studies. Five years later, members of the Institute came together to discuss their different views and assess the aims of European Global Studies. Among the points touched upon are the importance of different disciplinary backgrounds in this endeavor, the question of interdisciplinarity and/or transdisciplinarity, as well as the perceived challenges and promises with regard to the future of European Global Studies.The latest issue of the E-Journal «Global Europe» contains a transcript of parts of this discussion, edited and framed with introductory paragraphs in order to increase readability and facilitate comprehension. The purpose of publishing this discussion on European Global Studies is to clarify the current agenda of the Institute, to showcase the plurality of approaches pursued under its roof, and also to outline its innovative potential for the Social Sciences and the Humanities in the 21st century.
